These do indeed seem to be the arms of Thomas Villiers, Earl of Clarendon - Argent on a cross gules five escallops or. The motto "FIDEI COTICULA CRUX" - the cross is the touchstone (i.e. test or proof) of faith - has been mis-spelt CRUZ, as if the language were Spanish or Portuguese instead of Latin.
