SH5919 : Is it rock?

near to Llanaber, Gwynedd, Great Britain

Is it rock?
I first thought this was rock, but it seems to just be grass growing over sand. Walking on it is definitely squishy. Along this stretch of beach there is quite a bit of it. In the background are what I assume are artificial breakwaters to protect the caravan site, and hides marshy land.
